Dear Planning Officer,

Planning application APP/26/00065, 1 Ferndale, Waterlooville, PO7 7NZ

Please could you confirm:

1. whether Hampshire County Council Highways, the Council's Tree Officer, Environmental Health and the Council's ecologist have been consulted on this application;
2. whether correctly titled elevation drawings will be requested, given that drawings P004 and P005 are titled for 9 Gorse Hill Road, Poole; and
3. whether neighbours will be re-consulted if the description of development is corrected to include the external works.

[If it applies: My home adjoins the site and I did not receive a neighbour notification letter. Please confirm whether my address was on the notification list.]

Yours faithfully,

1 Ferndale and Cavendish Drive are both in the Waterloo ward of Havant Borough Council. Its councillors are:

These rules are about to change. The council votes on on changes that its own report says “prohibit Councillors ‘calling-in’ applications”. It is not yet clear whether that starts straight away or on 31 October. What it means for 1 Ferndale

Email asking your ward councillors to call the application in

Send it to all three ward councillors in one email, today. The request has to be made during the consultation period, and the council votes on Wednesday, 7 October 2026 to end councillor call-in. Send your own objection too, so the councillor can point to it.

Dear Councillor,

I live in your ward and am writing about planning application APP/26/00065, 1 Ferndale, Waterlooville, PO7 7NZ: change of use of four two-bedroom flats to a nine-bedroom house in multiple occupation (sui generis).

It is marked for a delegated decision, and the consultation period is due to end on Wednesday, 14 October 2026. I would like it decided in public by the Planning Committee. Under paragraph 5.6.1(a)(iv) of the Council’s General Scheme of Delegation, a ward councillor can ask the Development Manager in writing, within the consultation period, for an application to be determined by the Planning Committee, giving good material planning reasons. Full Council votes on Wednesday, 7 October 2026 on constitution changes that would end this power. Please would you make that request now, before the vote if at all possible, giving these planning reasons:

1. The only elevation drawings on the file (P004 and P005) are titled for a different project, a loft conversion at 9 Gorse Hill Road, Poole, and show external changes that the description of development leaves out.
2. The form describes the scheme as "All works within the property", but the Design and Access Statement proposes a new boundary wall, automatic gates, a porch, cladding and a car park enlarged from 3 or 4 spaces to 9. Neighbours were consulted on an inaccurate description.
3. The applicant states that Highways do not need to assess the scheme, and admits that visibility splays could affect the root protection areas of protected oaks.
4. The tree evidence was written in 2024 for a different scheme and says parking will not change.
5. The occupancy evidence gives four different figures, the nutrient statement has no calculation, and nothing in the application limits the number of residents.

[Add a sentence about how the scheme affects you.]

Please could you let me know whether you have made the request, and ask the case officer to keep you informed of the recommendation. If the request cannot be made before the new rules take effect, please ask the Head of Planning and Growth to consider the application under the new “gateway” test.

Yours sincerely,

Your county councillor

Ask whether Hampshire County Council Highways has been consulted on the new gates, the access and visibility splays, and the lack of visitor parking.

Your MP

MPs cannot intervene in a council's decision on a planning application. It can still help to copy your MP into your objection so they know about local concern, but put your effort into the council first.

If it goes to the Planning Committee

You can send the committee a written statement or deputation. Email democraticservices@havant.gov.uk by 5pm one clear working day before the meeting. Keep it to two sides of A4 at most, as a Word document rather than a PDF. Meeting dates are on the Planning Committee page.

The call-in rules are in the council’s General Scheme of Delegation (PDF), paragraph 5.6.1(a)(iv), and on the council’s page on planning decisions. Part 2, Section E of the constitution (PDF), paragraph 2.2(e), sets out a stricter version with a five-letter condition. How the two fit together.

Councillor details were checked against official sources on 6 October 2026. If anything has changed, please tell us.
